"Green" Helpline to Cut Consumers' Carbon Footprint

LONDON - A new service designed to help consumers reduce their carbon footprint aims to boost the number of "green" homes in Britain by half a million within a year.

Greenhelpline.com, which went live on Tuesday, allows people to search environmentally friendly energy tariffs and source local food producers.
The site -- developed by environmentalist Alex Lambie and energy price comparison service energyhelpline.com -- hopes to convert 500,000 homes to electricity from renewable resources within the next 12 months.

Currently, just 150,000 households are on green energy tariffs, of which there are around 17 at present.

Switching to green electricity can cut the average household's annual carbon footprint from energy consumption to four tonnes from six, and save them up to 145 pounds per year, the Web site says.

However, green energy is often more expensive than electricity from non-renewable resources and Lambie concedes that such cost savings will generally only be available to those who have never switched provider.

There are some 25 million householders in the UK -- half of whom have never switched energy supplier.

People already on competitive tariffs will pay an average 10 percent more for "green" energy, while those on the cheapest deals -- such as British Gas' online "Click" tariff -- could pay up to 14 percent more.

"For a slight (cost) increase -- as a worst case scenario -- you can go green and have an immediate positive effect on the environment," Lambie told Reuters.

Users are able to rank green electricity deals by the potential CO2 reduction, price, service rating or fuel mix.

They can also search for local food producers -- such as farm shops, markets, delis, box schemes, "pick your own" sites and bakeries -- within a 50 mile radius of their home.

Once the site is fully developed, consumers will be able to buy local produce through the site, with a proportion of revenues being invested in schemes to help local farmers.

"There's so much confused messaging about what 'going green' is: there's an overload of information, and it's often contradictory," said Lambie.

"These days, there's also so much noise about the 'nanny state' and the way the country is run.

"But here are two really simple things you can do -- ones that will have real measurable effect."

A number of big companies are also being offered the tool to help their customers and staff become more environmentally friendly.

Greenhelpline.com -- which will make a flat rate of commission of 40 pounds per energy switch, from which around two pounds will be profit -- will split revenues 50/50 with the companies who sign up.

This money will then go into a scheme run by greenhelpline.com to give cash-back, vouchers and discounts to those who switch to a greener way of life.

EU to Debate Authorisation of GMO Maize on Monday

BRUSSELS - EU food safety experts will debate next week whether to allow imports of a genetically modified (GMO) maize, bringing forward a vote on the biotech product by two weeks, industry and EU sources said on Tuesday. The maize, known commercially as Herculex RW and also by the code number 59122, is jointly made by Pioneer Hi-Bred International, a subsidiary of DuPont Co. and Dow AgroSciences unit Mycogen Seeds.

Herculex RW is designed to protect against larval stages of corn rootworm, which eats through plant roots and so reduces yield and nutrients. It also resists the active herbicide ingredient glusofinate ammonium.
If approved at Monday's meeting, the maize would be imported for use in food, animal feed and also in industrial processing.

Officials said they had expected the Herculex dossier to be voted on by national EU biotech experts at a meeting provisionally scheduled for July 6 or July 9.

For many years, EU countries have not been able to gain the majority needed to vote through a new GMO approval under the EU's weighted voting system. But that may be slowly changing.

Analysis of recent GMO voting patterns shows that the consistent blocking minority of EU governments may be eroding as some smaller countries are opting to abstain than reject an application outright -- so weakening the anti-GMO camp.

Some countries, like Britain, Finland and the Netherlands, almost always vote in favour of approving new GMOs. They are offset by a group of GMO-sceptic states like Austria, Greece and Luxembourg, which vote against and force a stalemate.

Even so, diplomats said the panel of EU national experts was still unlikely to reach the required consensus needed either to approve or reject the new GMOs.

If this happens at next week's meeting, the paperwork will be escalated to EU agriculture ministers for debate at a future meeting. Normally, this has to happen within three months.

Then, if the ministers cannot agree -- again a likely scenario -- the European Commission, the EU's executive arm, usually issues its own approval under a legal default process.

"Pioneer hopes that member states will recognise the safety of the product, the value of the independent scientific assessment ... which said it's as safe as conventional (maize)," said Mike Hall, Pioneer's communications manager for Europe.

"And for reasons to avoid trade disruption, we need to move forward and approve this product," he said.

European consumers are well known for their wariness towards biotech foods, many of which have not been approved for sale in the EU. In April, Dutch authorities detected corn gluten feed derived from Herculex RW that was delivered to several animal feed companies in the Netherlands, and partially consumed.

UK wind power reaches milestone

The UK has become only the seventh nation in the world to have more than two gigawatts (GW) of operational wind power capacity.

The milestone was passed on Friday when the Braes O'Doune wind farm, near Stirling, began producing electricity.

Trade and Industry Secretary Alistair Darling described it as a "major landmark" for the UK wind industry.

The government has set a target for 10% of electricity to be generated from renewable sources by 2010.

The 36-turbine Braes O'Doune wind farm, built and operated by Airtricity, has a generating capacity of 72 megawatts (MW), enough to supply electricity to 45,000 homes in the area, according to the British Wind Energy Association (BWEA).

Maria McCaffery, BWEA's chief executive, said passing the 2GW mark, equivalent to two coal-fired power stations, was a "tremendous step forward".

"This is a day for celebrating the achievement of a significant milestone for our industry and underlining the position of wind energy as the true leader in the renewables revolution," she said.

Mr Darling said renewable electricity played a central role in the government's efforts to curb greenhouse gas emissions.

"This is a major landmark. In the last 20 months we have doubled the amount of wind generated electricity we have."

Mr Darling, who officially opened the Scottish wind farm, added that more green energy sources were needed.

"If you are serious about tackling climate change then we have got to be serious about making sure that we have more renewable forms of energy, including wind power.

"We want 20% of our electricity to come from these green sources (by 2020) and we are working hard on removing any barriers to achieving that aim."

Latest government figures show that 4.2% of the UK's electricity is generated by renewables, including wind, solar, hydro and biomass.

Onshore wind farms have proved to be controversial, with a number of high-profile projects facing fierce opposition from local residents.

Plans to create England's largest wind farm in Cumbria were thrown out last March after campaigners said it would ruin the landscape of the Lake District.

The £55m development would have seen 27 turbines, each 115 metres (377ft) high, erected at Whinash, near Kendal.

'Wildlife threat'

And proposals to create one of Europe's largest onshore wind farms on Lewis, the most northerly Hebridean island, have been challenged by wildlife groups.

They say the 181-turbine development will harm important peat bog habitat, and threaten wild bird populations.

However, local councillors on Thursday backed the £500m project, although a final decision on whether the scheme can go ahead is likely to be made by the Scottish Executive.

Despite having some of the best wind resources in Europe, the UK is still a long way behind the world's leading nation on wind power.

Germany has more than 20GW of wind energy capacity, 10 times as much as the UK.

EU to get tough on 'green crimes'

Plans to turn environmental offences over to the criminal courts across the EU are set to be unveiled by the European Commission.

It marks an extension of the EU's powers, following a landmark ruling by the European Court of Justice in 2006.

It is one of the first times the EU would have the power to make criminal law and set penalties.

Most offences covered by the draft directive relate to the dumping, transport or treatment of waste.

This includes both nuclear material and radioactive substances.

Heavy fines

A draft of the proposal, leaked to the BBC, said "environmental crime often has a transboundary nature...offenders are therefore currently in a position to exploit the existing differences between member states".

The directive also takes in the illegal trade in endangered species, the "unlawful significant deterioration to a protected habitat", and the unlawful use of ozone-depleting substances.

Most of the offences would be punishable by one to three years in prison. However, that could rise to five years if there was negligence or if the offences caused death or serious injury.

And for offences committed intentionally, the maximum penalty foreseen is 10 years in prison. Fines could go as high as 750,000 euros (£500,000).

The environmental pressure group Greenpeace welcomes the plan but says it does not go far enough.

"It will make it easier for member states to prosecute criminal gangs, individuals and companies that make a business out of shady practices such as the trade in endangered species and in ozone-depleting substances," says Katherine Mill from Greenpeace.

But she says the fines are "minimal", compared with the penalties in EU internal-market cases.

"In comparison, 1.5m euros is the recommended starting fine for the release of radioactive material which causes death. This is peanuts for a large company."

The commission appears to agree with the principle, if not the criticism of the fines.

The draft says: "Only criminal penalties will have a sufficiently dissuasive effect...administrative or financial sanctions may not be dissuasive in cases where the offenders are impecunious or, on the contrary, very strong."

But that has set alarm bells ringing among those who fear the EU is taking over the powers of member states.

"It's a significant transfer of power to the commission," says Timothy Kirkhope, leader of the British Conservatives in the European Parliament.

"The decision on whether or not to criminalise offences in Britain should be a matter for Britain, not for the EU. We all support penalties against environmental vandals but this sets an alarming precedent."

Effective laws?

Britain supported earlier proposals to criminalise environmental offences, but on a different legal basis. This would have left it to the member states to set the penalties.

But that framework decision by the EU Council of Ministers was overturned by the European Court of Justice last year. Judges ruled that the EU's competence on environmental law overruled the member states' powers on criminal justice.

In their ruling, judges said: "The European Community has the power to require the member states to lay down criminal penalties for the purposes of protecting the environment."

But how effective would these new laws be? And are they really necessary?

One case recently in the spotlight is that of the Probo Koala. The tanker, chartered by Trafigura, a company based in the Netherlands, left Amsterdam in August, carrying a load of chemical waste.

The waste was offloaded in Ivory Coast by a local contractor. Most of it was dumped in open-air sites. The Ivorian government says 10 people died and tens of thousands needed medical attention. The public outcry forced the cabinet to resign.

Trafigura denies any wrongdoing, and says it is "distressed by the deaths and illnesses which have occurred in Abidjan".

'Normal' waste

It says the slops from the Probo Koala were made up of "spent caustic soda, gasoline residues and water.

"They resulted from normal maritime gasoline trade operations during June and July 2006 and were, as is usual, held in separate waste tanks aboard the ship."

Dutch lawyer Bob van der Goen is working together with British and French lawyers on a claim for damages for hundreds of Ivorians who say their health was damaged by the waste.

He says there are already laws which would cover the case of the Probo Koala, but they are not being properly enforced.

"There is a lot of window-dressing going on," he says. He believes it is a lack of political will, and not a gap in the legislation, which is the biggest barrier to punishing environmental offenders.

'Doomsday' vault design unveiled

The final design for a "doomsday" vault that will house seeds from all known varieties of food crops has been unveiled by the Norwegian government.

The Svalbard International Seed Vault will be built into a mountainside on a remote island near the North Pole.

The vault aims to safeguard the world's agriculture from future catastrophes, such as nuclear war, asteroid strikes and climate change.

Construction begins in March, and the seed bank is scheduled to open in 2008.

The Norwegian government is paying the $5m (£2.5m) construction costs of the vault, which will have enough space to house three million seed samples.

The collection and maintenance of the collection is being organised by the Global Crop Diversity Trust, which has responsibility of ensuring the "conservation of crop diversity in perpetuity".

"We want a safety net because we do not want to take too many chances with crop biodiversity," said Cary Fowler, the Trust's executive secretary.

"Can you imagine an effective, efficient, sustainable response to climate change, water shortages, food security issues without what is going to go in the vault - it is the raw material of agriculture."

Future proof

The seed vault will be built 120m (364ft) inside a mountain on Spitsbergen, one of four islands that make up Svalbard.

Dr Fowler said Svalbard, 1,000km (621 miles) north of mainland Norway, was chosen as the location for the vault because it was very remote and it also offered the level of stability required for the long-term project.

"We looked very far into the future. We looked at radiation levels inside the mountain, and we looked at the area's geological structure," he told BBC News.

"We also modelled climate change in a drastic form 200 years into future, which included the melting of ice sheets at the North and South Poles, and Greenland, to make sure that this site was above the resulting water level."

By building the vault deep inside the mountain, the surrounding permafrost would continue to provide natural refrigeration if the mechanical system failed, explained Dr Fowler.

'Living Fort Knox'

The Arctic vault will act as a back-up store for a global network of seed banks financially supported by the trust.

Dr Fowler said that a proportion of the seeds housed at these banks would be deposited at Svalbard, which will act as a "living Fort Knox".

Although the vault was designed to protect the specimens from catastrophic events, he added that it could also be used to replenish national seed banks.

"One example happened in September when a typhoon ripped through the Philippines and destroyed its seed bank," Dr Fowler recalled.

"The storm brought two feet of water and mud into the bank, and that is the last thing you want in a seed bank."

Low maintenance

Once inside the vault, the samples will be stored at -18C (0F). The length of time that seeds kept in a frozen state maintain their ability to germinate depends on the species.

Some crops, such as peas, may only survive for 20-30 years. Others, such as sunflowers and grain crops, are understood to last for many decades or even hundreds of years.

Once the collection has been established at Svalbard, Dr Fowler said the facility would operate with very little human intervention.

"Somebody will go up there once every year to physically check inside to see that everything is OK, but there will be no full-time staff," he explained.

"If you design a facility to be used in worst-case scenarios, they you cannot actually have too much dependency on human beings."
